Element Manager OK, unable to login into voice mail

Bought refurb BCM200 Rel4 for home, issue with missing languages (Spanish) on voice mail, system worked 100% otherwise.

Did a backup then installed the replacement drive that was sent to me from vendor. Went in easy and powered up fine.

Programming was all there, had to add the new keycode files which went in without a hitch. Could not for the life of me get any of the IP phones to work, rebooted entire network, modem, router switches and also in proper shutdown and startup order, Was able to launch call pilot from element manager no issue. Did a restore after being unable to figure out the IP phones not initializing. Sets came right up, all phones worked, voice mail boxes were all there so happy camper.

Now, I can open element manager no problem, move around the menus all but the launch voice mail. I get an error saying unable to connect, might be busy, firewalls etc. No network setting were changed and I have been logging into my old bcm1000 and the 200 no issue. I am unable to also go direct to the ip address through IE, Mozilla or Chrome, but no issue with logging into system via element manager.

I am stumped
 
Forgot to mention that yes I have rebooted system afterwards.

Trying to avoid blanking it and starting over
 
Alarms report Web Server shutting down and then restarting over and over
 
did all that, it comes up with errors, saying busy or check firewalls.

UPDATE

I switched hard drives back to the old one and it came up perfect, no issue, browser and Element Manager all working no issue. Not sure but the description on system labels it BCM400 and it is for sure a 200.

Only reason I changed drives was to get proper language options.
 
I check alarm logs and I do see the web server stopping and starting continuously.

But to correct it?

I have the old disk installed again and it is working perfectly, both element manager and through browser. I am going to reinstall the new drive and let the system download settings to it and then see. If not, I guess I am not sure where to point the issue, is it a hard drive issue, which case the replacement I was sent has an issue or is it some simple setting I am missing.
 
On the older BCM software (for example, R3.7) you had to set the date back to 1-1-2008 before initializing the hard drive, otherwise the Apache service wouldn't start. I haven't seen this issue with R4, so I don't know where to point you. I have to assume it's corrupt files on the hard drive.

I knew about the 3.6/7 setting the date, but 4 basically was plug and play, I am leading towards corrupt files, but for educational, wanted to find out why and what may have caused or simply was an error when creating the new drive. Looking to exhaust all avenues before calling vendor and asking for replacement, again.

the old drive works perfectly, all aspects, again, only reason to change was to get North American languages, so I know config is not an issue. Something simple but elusive is making me crazy no doubt
