You can do this. I have a system sending a *67 on a few of the extensions to block the caller ID. The provider would not take the W to send with held so i had to put in user codes and the code looks like this

i have found it better to use 72# but depening on the carrier. it should work. what i do is put a line appearance for the line you want to forward and just dial the *72 wait for dialtone again the dial the number you want to forward to and that is it.
Also you can make a short code that send thes *72 out the unique outgoing group id with that number as the only one in the group depending on what you want to do.
If a carrier has problems with a *, try substituting a 11 (ie, *67 becomes 1167), sometimes this will fix a problem of the carrier not recognizing codes.
Build 2 system shortcodes:
[9]*72 / Dial / *72 / 0 to forward.
and
[9]*73 / Dial / *73 / 0 to unforward.
The pain of this is that you do not always get Line 1. You may have to dial it a few times to get the main line (not an issue with 2-3 lines). I think this work with 4.0 using ARS, but I have not tested yet.
