Dial 9 Twice in SCN

I have a user that for some reason has to dial 9 twice to dial out from another office. I have two Offices NY and NJ. He is a member of the NY office but works about 50% in NJ. I set up a short code for NJ people to dial 9 to use a NY line to get out and they dial 7 to get a local line out. It works fo everyone but him, he needs to dial 9 twice to get out when he is in NJ and wants to use a NY line. Does anyone know why this might be?

its user error. How on earth would he have worked out he needs to dial 9 twice?

Does the first 9 register on sys status?

Its something ridiculous like a sticking button, have you actually whitnesed this?

I've experineced it while testing his complaint. It's weird because no one else in the office experiences it.

Watch the call in System Status App and see what you are hitting on the first and second 9.

I have found that it is an across the board problem in NJ and if the start the call by dialing the number the system just doesn't recoignize the 9 but if they select a line then dial all the calls go through.
