Can you still manage the date and time through a "system phone"? Appears by going through the self administer button it does not give me the option to change the time, just display the "local time" and "UTC time".

Figure it out damn-it!
 
you need to set that user to have system phone rights.

Under user/user, eight lines down "System Phone rights", set to level 1 to allow only changes to date/time.

Once change is sent, there will be system admin as a choice one scroll down from self administer.

Thanks, but I only have the self administer button option, not sys admin and all it gives me is the time settings I stated above.

Disable the timeserver in the manager system settings.
