Custom feature labels on Avaya one-X

I was working with a user today who's Avaya one-X Communicator buttons weren't loading as expected. We typically advise people that their custom button labels will NOT transfer from deskphone (9600) to the one-X softphone. This person pointed out that their button labels DID work. I verified that they are using a standard busy-ind in the station configuration and then using the deskphone settings to adjust the label name -- which then shows on their softphone.

I'm really baffled by this because I can't see user created button labels on my end (except in the text file backup), but the softphone is pulling the data from somewhere...

When I look at the softphone logs (EndpointLog.txt) I see this:

There is a tool that seems to pull the buttons -- does anyone have any details on this? Sometimes button imports work and other times they don't I'm really not sure why.
 
I have run into this as well, to the point that some days it would populate the personalized labels on one-x and some days it would not.
Same conditions each time (My house, my laptop, same VPN, etc)
