CS1000 DTMF issue

Hello, Any help is greatly appreciaed.
We have CS1000 REL 5.0 with a 3rd party VoiceMail system. The issue is when a fax machine leaves a message to a user, user can access the VM system but when reaching the fax messages he/she cannot delete or do anything with the message. No DTMF tones are sent to the VM system. Then user has to hang up. This happens only when calling from a PSTN or Cell phone. When calling from an IP phone we are able to delete the same fax message. We have no problem deleting the normal voice messages when calling the Vm system form a PSTN phone. So we know DTMF is working but the tones are not reaching the VM system only when a Fax message is involved.
VM system enigineers have "concluded" it is not in their side. Is there anything called FaxHandler in CS1000 that would disable DTMF tones?.

I found this below. I'm not sure if it's the same issue?.

CS1000: IP sets diverted to Vodaphone mailboxes do not hear tone.

Solution

CS1000 rls 5
IP set calls out over ISDN30e to a Vodafone cell phone which diverts on no answer to the Vodafone voicemail facility. The caller hears the greeting ending with ..."please leave your message after the tone" but the tone is never heard.
Callers from TDM sets do hear the tone
Callers to other cell phones do hear the tone if diverted to voicemail (can't explain this..)

Resolution: uncheck the 'DTMF tone detection' box on Element Manager under MGC/VGW and IP Phone codec profile. The same option can also be found under the IP Node config/VGW and codecs/Signalling options - relevant if VGW media cards are being used.

If the PSTN is in a different Gateway to the link to the Voicemail it will use DSPs. In the MGC do a vgwShowAll look at the DSP's and the Codec is it the same for both calls?

What is the link to the Voicemail is it PRI (euro, dpnss, etc) or something else?
 
Thanks. I will give more details. In our production, the PRIs are in a MG in one locations and the VM system is in another building but connect to CS1K via a Line side T1 on a MG in the same rack. So as you said there is DSP involved.
However, we have a lab system CS1K and same VM system. DTMF works fine in the lab system when trying to delete a FAX message. Configs are same on both CS1K and vm system except the connection in the lab is like this: Only a single MG housing the T1 and the Line side T1 card. Calls come in on the T1 and then go out via the line side T1 to vm system. There is no IP conversion involved for the voice in the lab system.
