Coverage path trouble

If I set the primary point 1 to an extension and have greater that 4 rings by it self or combined with point 2 it will not move forward to the next point, but rather circle back to point 1.
I have coverage programmed to go to virtual extension with coverage path 44 in cover path 1.

To me it seems like a transfer redirect/recall. I have change 'console-parameters' return call timeout from 30 to 90 with no luck.

Anyone know what could be causing this?
 
Ok it work's on internal dialing the coverage virtual station, but not when dialing the DID associated to virtual.
 
Sounds like double-coverage.
Is the first point in your coverage path a virtual station? If so, this will not work.
 
My first point in cover path was not a virtual station.

I was able to simplify the trouble with out setting cover path (standard extension calling),
If I set cover 4 on extension it will go to voicemail, but
if I add a cover 5 (five rings) it will not go to voicemail when dialing the TN.
If I dial internally it will work fine with 5 rings and voicemail.

 
I tweak all those number and still no change. I have contacted BP and they cannot locate issue and have escalated to Avaya. Avaya my have us update firmware from 6.3.0. Or we can reboot/ interchange. I am waiting on Avaya and will update forum. Thanks
