copper backup route

i have eight lines in a backup route in a remote office. A tech taught me to get the phone numbers by going into LD 36 and putting the TN in and then when i get CALL? putting my cell # in and the TN's phone number will show up on my cell phone. It works fine in all my other sites but for this one (which is brand-new, by the way), I keep getting TRK009 which says "no maintenance SL-1 phone available for call. Phone may be busy". What does this mean? what can i do to verify the phone numbers for these backup lines? thank you very much for your help!
 
1st question; guess what, it was doing that for me here too. I think I am not getting dial tone on the trunks that do that. Maybe the line is reversed (polarity reversed). Your trunks should be Ground start. If the line is reversed, you get that symptom. If you did not ask for Ground start trunks they are not ground start by default. I suspect they are not because you told me you used 4 lines for faxes or modems. If they are not ground start (means they are loopstart) THAT is THE SOURCE OF THE PROBLEMS. Thats good because now you know what is causing the cross talk. The PBX seizes lines from that route, but because they are not Ground start it seizes some lines that are allready in use, and that provoques crosstalk.

2nd question;RVSD means the PBX has detected that the line is Reversed. The x-connect should be reversed at the bix to fix that condition. Take your bix tools and swip the tip and ring of the given Trunk.
