Connected, but no data transfer

Hi all, i can't get around this problem. Have re-installed my Win98SE over my existing one, and re-install the TCP/IP in my network properties,but still no go.

I am able to dial up and connect to my ISP, however, there's no data transfer going on. I get a "TCP/IP error occured while trying to connect to server... Protocol: POP3, Port 110, Secure(SSL): No, Error Number:0x800CCC15" when i do a SEND/RECV in Outlook Express.

What is happening ? I've checked, my line is okie, the modem is working fine. Is it my settings or the TCP/IP stack in my pc ?

Extract the win socks using the SFC.
Extract winsock.dll and wsock32.dll from the Cabs on you computer located at C:\windows\options\cabs, and restore them to C:\windows\system failing that Call your ISP for help.
 
Could well be some corruption of the mail-account. It would be worth backing up your mail, then deleting the account and creating a new one.

Thanks. It worked beautifully. I'm getting all my data transferance.

I deleted Winsock2 folder in regedit H_Key_Local_Machine. Then, uninstall dial-up adapter and the TCP/IP in Network Properties. Re-install winsock2, and the TCP/IP, and walah! Its working splendidly.
