There are other things you need to do. I think you need to disable NTP Background, or something like that. I don't know right off the top of my head, but if you want to manually sync, you have a couple steps.

YOu have to stop NTP background, then disable NTP, then do your changes then enable NTP.
LD 117
=> stop ntp background
NTP query is being processed.
Do you want to proceed (y/n)? [y]
NTP Background process is aborted.
=> dis ntp
NTP feature is disabled
Then do a stat ntp to see if NTP status is disabled.
Then you can do your changes.
I had to change the utcoffset from -5:00 to -4:00
=> chg utcoffset -4 00
UTC offset is set to -4:00
=> enl ntp
NTP is running in CS mode.
Mode of security for Primary:INSECURE
Mode of security for Secondary:INSECURE
NTP feature is enabled.
Then I did a sync manual
=> sync ntp manual
