I have seen numerous instructions on how to set this up, but there is simply no "system phone user" selection under User> Telephony Tab. This results in 4 addt'l tabs, none of which have the system phone user selection. Pulling my (remaining) hair out on this one!!!
 
You set a phone to be able to adjust the time and date manually by doing the following:

Change the time setting config source to NONE
Set time zone correctly
Go to a user ans set system phonhe righs to LEVEL 1
Go to the button programming for that user and let's say (Button 9)
Label it TIME AND DATE
Action EMULATION
SELF ADMINISTER
Action Date=2
Save

Check on the User tab under system phone rights. The setting under telephony is for pre r6 systems. Though, I have to ask why you are trying to use this antiquated process? SNTP is built in, just need a reliable server to point it to...

AACon: No 'server' or other time source will be connected. Don't see 'system phone rights' on Config page. Running Essential Edition.

JustA: Did exactly as you said: Gives me a page with Version, IP1, IP2, License, Local Time, UTP Time.
 
Worked!

Needed to set the source to none (had it earlier but I changed from Basic to Essential).
