Can't Dial out on PRI, Can receive calls

By default Incoing call routes are line gp 0, this is probably why incoming works, what is line gp 5 ?

I try changing my PRI channels to line group 5,, I changed from 0 to 5, does the same thing. I defaulted the switch yesterday and still couldn't dial out. I think it is something to do with the provider. But the circuit will work on the old nortel.

Have you also chnaged the shortcodes to reflect this change? So they now dial out on line Gp 0 also

What does SSA show for the line/trunk state, how does it see the Incoming calls/outgiong calls progress?

On the incoming calls, it shows connected.
On the out bound, I can see when I dial the timer on channel 23 reset from an idle state and start counting, but the channel continues to show idle.
 
How is this circuit being presented? It sounds like it isn't a real NTE more like something trying to emulate a PRI line but isn't quite set right.

I once had the same condition on a Pri where the last few channels were part of another trunk gp and were not pri channels...they were set to T1 w/ wink/wink sig. The T1 vendor fought me on this but eventually fixed the problem.
 
It is fixed, I finally got ahold of the service provider, once they figured who owned the circuit and found there was only 16 channels instead of 23.

All is good.
