Can't dial out of office

I am very new to the Meridian system. I have an issue where the end user can receive all calls like normal, and can make internal calls (i.e. ext. 4432) but cannot make any outbound calls. He presses 9 then the number and gets a busy signal. 9 is the correct code to access BARS. I have tried moving this DN to different TNs with no luck. Here is the TN data for the station with problems:

Any thoughts would be appreciated
 
To make this easier, post a copy of a set that can make calls. We will do a stare-and-compare and may be able to find the issue. I am thinking along the lines of EQAR or something. Good Luck!

As a side note, i just noticed that this appears when a call out is attempted from the affected TN (4 0 0 3):

this msg that you are recieving indicates that the tn or ext is unequipped. this indicates that there may be some mild corruption. out the phone and rebuild it, if you can.
if you can't rebuild this phone or out it, it would be best to get your vendor involved. wbs

 
I am with chaosnla, I would out the set and rebuild it on another TN (if possible).
 
I outted the set and tried rebuilding from scratch and also copied another identical set, with no luck. Still getting busies when dialing out of the office, however this time i did not get the BUG error messages on the that I was seeing earlier.
 
I have also tried moving the working set from above to that TN and it worked fine. So, it must have something to do with how I have the non-working set defined.

What does the number after the KEY 00 SCR 1602 represent? In my sets above, the non-working one has zeros after the DN, however the working set has 4. What does this represent?

We do not have a vendor available unfortunatly.. no active maintenece contract.
 
AHHH, Damn why did I not see that. Your carrier will deny access if you are not sending either 7/10 digits. The number corresponds with your CLID tables in ld 15. Change it and then trace it and watch the difference. You repaired your own issue. Damn I cannot beleive I missed that. LOL, Oh well we are all human. All you need to do is simply do an EZchange and type in "key 0 scr 1602 0". Good Luck!
 
You can print out your CLID tables in LD 21 to see what they are configured for.
 
I think i will actually need to change the key to KEY 0 SCR 1602 4
