Can't add 800 as a prefix

Trying to add 800 as prefix, but keep geting ESN0073 (Conflict with another (NPA, NXX, etc.) ACTION:Enter new SPN number.) When I try that I get the same error code. Also can't seem to find the 1800 number in LD 90 under SPN or NPA.

Found the 1800 numbers in SPN. They range in size from 5 to 11 digits.
