Cannot Create BOOTLOG.TXT During Startup

I have just built a new system with a fresh install on Windows 98 SE. During startup, on occassion, the system freezes and continually BEEPS. It does this after the POST and after Windows 98 starts to load. My problem is, that when I start up under the Win98 Start menu (1.Normal, 2. Bootlog, 3. Safemode, etc) and select 2. Bootlog.txt, that it will NOT create the BOOTLOG.TXT file, even during a successful startup. Other that the occassional freeze up during startup, the system behaves normally.

Any ideas???
 
I've seen this kind of behaviour with old Creative Labs cards.

Maybe this helps?
 
Well, this is a Epox 8KTA3 / AMD 850 T-Bird system. It has a nVidia Vanta AGP video card. The sound is on-board Via; however, I do have the "Sound Blaster Pro" option disabled in the BIOS. I'll try enabling that and see if it makes a difference.
