Can using Delphi do this?

OS-Windows XP Professional SP3 (going to Upgrade to Windows-7 -Ultimate)

I need to write an application that will allow some graphic features such as: scaling (changing it's size), rotate, crop, etc--maybe some more robust features like emboss, change resolution,etc.

I know Visual Basic 6 but do not know Delphi. Learning Delphi would be a "learning curve" for me but I hear it is fairly easy to learn. VB6 does NOT have the graphic functions (mentioned above) that I would like to have in this application.

My question is: Does Delphi have these capabilities? Using Delphi, can I write an application and define in a menu "Scale". In return it would bring up another screen that would allow me to change the size of a graphic.

If you can help, please do so. If you know of any examples, please send me the link.

If you want to get deeply into Graphics, there are several Delphi components/libraries that allow you to access DirectX.
e.g.

Everyone, thank you for your input. With the help of others, I was able to work things out using VB. That's the way I am going to go.

The reason I decided to go with VB is because, prior to retiring, I use to teach it. I was/am certified in VB by Microsoft. I guess the bottom line is I am more comfortable using VB. I would have to learn Delphi. My attitude about learning Delphi is the same attitude I have about learning VB.net. That attitude is: "I'm getting to old for this sh*t. Leave the learning to the younger generation".

The only reason I got involved in this project is to help a friend that has no programming experience.

My first coding was in hp-basic on a mini, then in gwbasic for the PC. A friend gave me Borland Turbo Pascal 2.0. I was so impressed with it, I ported all my code to pascal. When Win3 came out, I obtained VB 1.0 and absolutely hated it. Admittedly, Borland's 1st TPW wasn't all that great, but pascal was a natural to me by then. Each new version of Delphi simply amazes me with its capabilities and RAD. VB is still, well just VB. (No offence.)

I understand the learning curve (& don't buy that age has anything to do with it ;^) Delphi is so different, most will agree it just makes coding fun. It's a shame it has lost popularity, but that's another story...
