can`t transfer an external line to the remote bcm ext.

i could not transfer an external line to the remote bcm ext.
when i try to transfer,the disply shows :transfer is denied

Login to Element Manager>telephony>sets>active sets>highlite DN click on capabilities and Preferences and make sure Allow Redirect is checked.
