Can send mail but unable to receive mail 2

I have set up an email account in Outlook 2007. I can send email but am not receiving email. If I test the account settings/connection it comes back as successful. I am completely lost! If I use a web client provided by the ISP to check emails they're there. Any ideas please?

Any local spam filtering software??? Any email in junk folder???? Any rules turned on that might move email somewhere???

Doesn't make much sense if "TEST ACCOUNT SETTINGS" passes tests.
 
I agree with you, it doesn't make sense and that's why I am completely stumped. I deleted all my accounts and added a new one just in case there was some conflict and to start fresh but still no luck. I enabled Outlook error logging. I must admit it's a little difficult to interpret when i'm not sure exactly what I am looking for, but there was no obvious error.
 
Check your views. Make sure you're not filtering something. Wouldn't be the first time I've seen that happen. If you look at the UNREAD MESSAGES view, does anything show up? That would aggregate everything (that hasn't been marked as read) except what's in the junkmail and deleted items folder.

When you access webmail are they in the inbox on the webmail interface?
Do you get any errors when checking email?
When you test account settings and it sends does it receive the test message?
 
Yes, the emails all show up in the inbox of the webmail interface. Test message also shows up in the webmail but not in Outlook.
 
and I don't get any errors when I hit send/receive in Outlook I just don't get the email.
 
If it sends to the server which it shows in the webmail interface then the outgoing server settings are fine.
Is this a POP3 account?
When you look in Tools>>options>>Mail Setup>>Send Receive
i assume include this group is checked.
When you open Outlook if you click Tools>>Send Receive>> send Receive settings>>show progress does it show any indication that a send receive was initiated?

Thanks for your attempts so far but unfortunately still no joy. I am baffled.

-Creating a new Windows user account/profile didn't make a difference but it was worth a try so thanks.

-Nothing in the event viewer, no warnings or errors.

-Send/Receive Group is checked. And progress does show indication that a send/receive was initiated although the progress bar does move pretty quick. No errors reported either.

Please let me know if anything else comes to mind.
 
What is the POP3 server you connect to?
It almost appears to be either an invalid incoming server or user name.If the user name is spelled a bit differently and there exists an account setup on the mail server using that spelling and it has no messages it would have nothing to download.
I realize it sounds like a stupid question but i always believe in the KISS principle and usually email is an easy one to sort the times it is not a simple issue is a bear to get fixed.
 
If it works in webmail with the account information and email is there,and if it sends from outlook test settings and arrives in webmail,and outlook checks email and shows no errors but no mail arrives then i always look for the simple things.
Is it set to leave a copy on the server?
It is still sitting on the mail server and is not set to leave a copy of the mail on the server then in the webmail interface it is still there that eliminates rules and spam filters usually.Which points to either something not quite configured 100% or an issue with the pop server.
With show progress showing no errors it completes as far as outlook is concerned without an issue.
In Tools>>options>>Junk email is the box checked safe list only?

I mean - to have an account setup INCORRECTLY for his "real" account but yet set up correctly for a wrong account - those would be astronomical odds.
 
How many people do you think setup their email address and set a password of 12345 or the name of their dog or cat. It is not very often that you see it happen but with email you cant be sure.
I have run into an issue where the user name and password where identical in that case it was an email address at the persons domain. They had moved the domain but failed to notify the first hosting company so they could delete the domain and email service on their end so the address and doamin existed on two servers.When they checked their email no email was found.This was partly a DNS problem because two seperate DNS entries existed. The domain was pointed to the proper one but anybody on the other domain was getting their email sent to the mail server on the old entry rather than the new one.
Unfortunately i answer phones for an ISP and 70% of the calls are email related 45% are misconfiguration.If the email client show progress completes successfully then it points to everything working fine.If it errors out the error usually tells you what the issue is.
It logs in checks mail logs out and no email downloads but the email shows in webmail and the email stays there and no leave a copy on server checked would if its working right delete all the email in webmail on exit.
So my thought is or was the email still is in webmail so it did not actually hit the proper mailbox or its an imap account which he said was a pop account.
 
I would think it would be much more likely that he set up a DIFFERENT account of his own rather some other stranger's account.
