Calls not routing to site across SCN

Calls for DIDs not routing to site across the SCN. What could be the reason?
 
Poorly programmed?
Can you dial the extensions from one site to the other?
It really is as simple as putting in the remote extension into the destination.
If you point the ICR to a local extension, does it ring correctly?

if you cant see the remote extension in the dropdown just type in the extension number

Thank you so much for your quick reply @Austin & @Joe. I was testing all the Scenarios and found that I am able to make direct calls over SCN but only not from DID. I point the ICR to local number and it works, not working over SCN. I heard that DID calls are not possible over SCN, it only works within the site. Really need help, tried everything possible. here the error that I got in traces. After placing a call to 567-724-4676 from 675-427-9001 the sysmon reports shows Number not in dial Plan
but its shows in SCN status.
 
Calls to a DID over scn is totally okay, post a sysmon trace.

Do you use short codes to call to the other sites?
This should not be needed but could break the ddi dialing I think

@tlpeter what I did, I specially created one short code for one number at the other site as I thought as soon as some one tries to reach that number the short code will take it to trunk and rote the calls over the SCN, but calls fails via DID. @Joe I have checked the incoming call route, it's correct. I also found that DID calls are working over SIP trunk only not via H.323(SCN).
