calls going to general delivery?

I have a BCM400, with remote users with IP phones. When you 4 digit dial them, you get their correct mailbox. When you call their DID, you get General Delivery? I have the control and prime sets set up just like all the other ones that work. ???
 
also, if I have them hard call forward to voicemail, I get their voicemail.
 
Did you set up the target lines for them? I'm assuming you're using PRI for these.
 
If the received digits length is the same as the extension length, AND, the received digits match the mailbox number, then set the PRIME to the VM DN. Set CFNA to be greater than the DRT to Prime on those extensions.

the only way I could get it to work was to change the DRT from 4 to 3!
