Call waiting disabling 1

We have Argent Office 2.2 system with analog phones. We want to disable call waiting ( we need busy signal), when another call comes in. "Call waiting on" checkbox on User Telephony tab only enables/disables beep tone the calling party hears when it is on another call.
 
No
call waiting enable in user telephony enables or disables the call waiting feature for that user.

Are calls ringing direct to users or to a group?

if they are ringing to a group then you need to switch of queuing*


*personally I find it is seldom a good idea to do this & return busy on a group number but if the customer insists...

If you want to get busy tone u can go to user button programs and remove appearance b and c but will not be to transfer and conference

Why you do not use forwarding (in case busy,no answer or uncomditional)
 
You can also remove CA c and keep a and b. Then switch on "Reserver last CA".

But I thinkt CAs are ignored for analogue extensions.

Call appearance keys did not exist on that platform guys :)
+ the OP stated he is on analog phones.
