Call Transfer Issue

Hello,

I have just installed a new IP Office IP 500 running 8.1, this replaced an old Nortel system, according to the users on the old system they could call an international number and while it was ringing transfer the call to a user that cannot call international. Is there such way to do this on the IP office ?

A normal transfer just cuts the call off
 
You have to wait to be connected, then you could transfer it. Not during the ringing though.
 
You can transfer dial tone, so an unblocked/unbarred user can transfer their dialtone and rights to dial along with it. It's detailed in the Help files if you want to know how :)

I could not see where to set this up, i did find a way via ARS but the end goal takes too long to get the transfer done so they decided to call first then transfer that.
