Call forwarding via VDN/Vec route-to gets call rejected.

I've tried to divert calls via remote coverage and via VDN/Vec route-to but when it is forwarded to the external number I set to, the call gets rejected with denial event 1183. But whenever I dial to the external number I want the calls to be forwarded to, it has no issues. Any ideas? TIA. I've uploaded photos of the list trace, the first one is the external call which went through, and the other two are the rejected ones.

Also make sure the COR of the VDN is allowed to perform off-net transfers.
