Call Coverage problem

I have a problem with a cover path.

I am covering first to a call answer group. If no answer then it rolls to a vector.

When calling the vdn directly it works OK.

When 3 is pushed it jumps to step 12.
When 4 is pushed it goes to 7490 but voicemail never answers.

This is how the vector is written.

01 - Wait time = 2 seconds hearing silence.
02 - Collect 1 digit after announcement 335 for none.
03 - goto step 12 if digits = 1.
04 - goto step 13 if digits equal 2.
05 - Route-to number 7492 with cover y if digits = 3.
06 - Route-to number 7490 with cover y if digits = 4.
07 - Route-to number 5830 with cover y if digits = 5.
08 - Route-to number 5820 with cover y if digits = 6.
09 - Route-to number 5840 with cover y if digits = 7.
10 - Goto step 13 if digits = 8.
11 - Goto step 1 if digits = 9.
12 - Announcement 330.
13 Messaging skill 17 for extension 1231.
14 - Stop

Any help will be greatly appreciated.
 
Extension 7490 has a coverage path that tells it to go to voicemail?

Yes. 7490 covers to voicemail.
 
By the way, the double coverage restriction is lifted as of CM 5.1 when involving VDNs. On the coverage path form, there is a new setting called "Cvg Enabled for VDN Route-To Party?" Setting it to Y allows the 2nd coverage to work when it is a VDN. However, you cannot have a triple coverage.
