Block incoming call 1

We have a user who is getting a bunch of calls from the same number,a solictor or something. When I googled the number many people are having the same problem. I want to be able to block this number from coming in the Avaya system. How can I do this. We have digital and IP phones. IP Office manager version 10. Thanks.
 
I'm not getting why the ICR is a ten digit number, and the number you're trying to block is an eight digit number... isn't the ICLID of the number you're trying to block going to be a ten digit number? I'm assuming if your ICR is ten digits, you're in NA?

Sorry, that was an edit mistake on my post.

I want to block a 10 digit number that keeps calling, I'm using my cellphone number as a test to make sure it works first.
In the ICR and Short Code I created this but it still doesnt work:

Standard Tab
Bearer capability: Any Voice
Line Group: 0
Incoming Number: Blank
Incoming Sub Address: Blank
Incoming CLI: my 10 digit cellphone number
Locale: Blank
Priority: 1-Low
Tag: Blank

Telephone Number: Blank

Te cli needs a prefix and when it is not there then it will skip the route because there is no match.h
