BCM1000 Line Ringing On & Off - Dead Air/Static on other end

I have a bit of a strange issue that I'm not sure how to address:

This started yesterday, the system is a BCM1000 with 2x DSM32, and 1xCTM8. 5 Analog lines connected using a Line-over-line setup from TELUS.

They are encountering "Line 1" ringing randomly, and sometimes constantly, and when they answer there is only dead air or sometimes static on the line. Occasionally they will then hear dial tone as well. I have tried resetting the BCM, disconnecting the lines and reconnecting them, moving them from their original ports on the CTM8 to others, but the problem still seems to be coming back. It is so intermittent that when I was on site the issue would not happen, but 10 minutes after I left it happened again.

I'm going to try replacing the CTM8 tomorrow, but in the event that this doesn't work, does anyone have any other suggestions? TELUS has "checked" the lines and see no issues on their end, and when you pickup Line 1 to dial out, it is clear. These calls, if left unanswered will never leave a voicemail, which makes me believe it is an issue in the BCM itself or the CTM8.

Any suggestions?

Youn said you tried moving the lines, does the problem follow the line or is it always the same port on the BCM?

It always followed the pilot line in the line-over-line, moved that line from 061 on the CTM8 to 064 and it would still ring at random. I pulled CDR reports on that system this morning, and there were no calls from about 4:20pm on, all the way up to this morning until the location opened again. I stopped in there this morning with the intention of replacing the CTM8, but apparently one of the calls yesterday had left a voicemail now. Listened to the voicemail and it sounds like someone trying to mimic the sounds of line noise, and at the end of the recording you can hear a group of kids laughing. I'm chalking this up to a very determined prankster.
 
So if the problem moves to a new port it would have been a carrier issue.

Get the caller ID # , setup AA to answer the lines after 2 rings for a little while, go to CLID Routing and tell that phone number to do as you wish.
