Barcodes for Verifying Counts

Is there a stand alone unit to verify and print out a report of which items are stored on a shipping pallet? I am shipping to a particular customer and they say that my pallet contents are not correct when we have triple checked the order. Is this a possible solution through bar coding?

Use a Laptop, Microsoft Access, and a USB scaner gun
cheapest, best, fastest
Laptop is networkable
Access is networkkable and creates reports
USB scanner sends data to Access forms easily

Have you created a similar program in access? I can setup a database for this information, but are there special tips you can give me to set it up properly? I would appreciate your feedback on this.
