What firmware? How was it upgraded? What type and version of IP Office? What happens if you try to access the phone's web menus? What exactly were you doing when this appeared? (installing for the first time/upgrading/just using)

B199 fw(1.0.1.0.9) upgraded by web access.
When I dial out to any extension , the phone show as above screenshot.
Its my first time installing B199.
I also have this issue. Tried everything from static assigning IP, DHCP, TCP, UDP, etc. They have a B179 that is working, so I don't know what this B199 is doing differently.
The phone shows as registered but is unable to make outgoing and incoming calls. I looked in system monitor and it looks like it's getting a 503 service unavailable.
The IP Office developers did not support it until the after the stated service packs. Prior to that the system see the B199 as just another generic SIP device and so need a third-party license for it. As it is now, when you upgrade it will suddenly become recognised as an Avaya device and want to use an Avaya license instead (hopefully it will find one free).
Lesson: Trust IP Office specific documentation. There's a lot of Avaya docs written by folks who would not recognise an IP Office system.
...and the manual you claim to have followed does say "To install the phone on an IP Office system, follow the ‘Generic Installation Process’ outlined in the IP Office SIP Telephone Installation Notes manual" which is the one that states the IP Office releases needed. 1/10.
