Avaya QoS on P133GT2 switch with IPO

Hi All, I have 4 P133GT2 switches that we installed to try and elimiate some of our IPO issues, and as I read through the user guide, I am seeing several commands that I most certainly don't have, such as:

set QoS

Without the ability to set QoS on the switches, I can't prioritize dscp packets. These are older switches but were never used before we acquired them. Do I need the multipolicy license to activate the commands I don't have?
