avaya partner 18D having several issues

Hello,
so we have the avaya partner 18D system and when i transfer a call or a call goes into our one phone (we will call it ext 23) it transfers back to the front desk phone. ext 11. Actually if a call comes in from outside and the caller dials 23 it says your call cannot be transferred to 23 and it goes to the main line of ext. 11

Now backstory not sure if it has anything to do with it but a while ago we moved phone lines. this particular ext used to be 22 it is now 23. ever since we transferred the line we have had a problem. Plus it's a new phone also. Am I doing something wrong? do I need to set up this phone since it is on a brand new extension? We have replaced old phones with new and never had to do this. So I am wondering if it is the line or the phone.

Sorry if i have confused anyone, but trying to figure it out.

Partner 18-D is the telephone set, press Feature and dial 59 to find out what phone system it is connected to. Then dial Intercom 777 and report back EXACTLY what you hear the lady in the box says, so we will also know which voicemail system you have connected to your phone system.

 
Okay I will check back tomorrow I am not at the office. Sorry. Do I do this from the phone causing problems?

No v/mail box assigned to ext. 23 & 23 probably not covered (#310) by the voice mail either.

Auto VMS Coverage - At Ext. 10:

Feature 00
Left Intercom Twice
#310
Dial extension number (such as 23)
Press 1 to change to Assigned
Feature 00 to exit

Assigning mailbox to extension
Intercom 777
0#
Password-#
9 for programming
2 for extensions
Dial extension number and # (such as 23#)
If the system announces "This extension has Transfer Only capability", press *3 and dial extension number again
1 to create mailbox
6 to set phone status as With a Phone
**9 to disconnect
