Avaya IPO R9.1.4 Campaign Error

I have IPO R9.1.4 with Preferred Edition & VmPro Recording Licenses,The VMPro server has Win server 2008 R2(64Bit)
When try to open the campaign manager with the URL "

http://<localhost>/campaign/campcgi.html"

I get the following error
"HTTP Error 500.19 - Internal server Error The requested page cannot be accessed because the related configuration data for the page is invalid"

anyone has idea to solve that

i have been rebooted it many times.

exactly the error code is 0x8007000d but i cannot resolve this error as described
