There was never a base card with 72 virtual IP endpoints. If I remember correctly the virtual endpoints for the VCM card went away about R8.0 and they had I think it was 32.

V1 cards came with 12 virtual endpoints:
VCM 32 Base Card (700417389)
VCM 64 Base Card (700417397)
They are no longer available new but you should be able to find them. They were much more expensive than V2 cards which did not have any licences
I'm sure they are OK with R9.0 and seem to survive the upgrade to R11 with PLDS.
