Avaya Embedded VM and system pw issue

Hi everyone,

I just picked up a IP Office 500 v2 version 5.0, the system is a working system it has VM Pro license but I didn't get the VM pro server with the system, I was going to use embedded vm since I only have 8 users. When I dial *17 to check vm I get a busy signal. I am just being to set up so I don't have any trunks attached to the system yet just extensions. I have an appearance button on the phone.

I have all the system passwords but wanted to change the default pw but the pw is greyed out, haven't seen that before.

I was considering resetting the system completely but not sure how that affects the licensing.

Export the licensing, default the system. Start from scratch.

OK is that pretty straight forward, just go to export in Manager to export all the licenses. I tested exporting on another system. It list 6 keys but when I export I only see the in the excel file
 
when I export I only see 3 of the 6 licenses in the excel file.
