Could you be more specific as to what application you are actually wanting to address? Aura covers just about all the Avaya products and there are differences for some.
For CM, in the SMI, you set the time zone as well as the NTP server(s). By default the CM gets it's time from the AVP host it is installed on. You can also adjust the time and date, time zone and NTP server(s) for the AVP host.
VMware doesn't support time zones in ESXi therefore time zones are also not supported in AVP (which is just an Avaya customized OEM ESXi). Avaya recommends the AVP host be set to UTC and also have an NTP server configured. Each guest application (CM, etc.) should have NTP server configured and on each guest time zone should be set to the desired zone.
In a situation where an NTP server is not available, you can configure, via the VMware tools, one or more virtual machines to use the host clock. About the only way to ensure consistent time across the system it appears.
