Automatic Shutdown

I'm unable to automatically shutdown and turn off my computer from the OS (Windows 2000 server). How does this function work? Is it something to do with the BIOS? I get the follwoing message after I attempt to shutdown the system:

"It is safe to shutdown your system now"

Please Help,

Power down after shutdown can be set in the registry.

H_KEY_LOCAL_MACHINE/software/microsoft/windowsNT/currentversion/winlogon/powerdownaftershutdown

set it to 0.
