Attendant Group Priority

I have two attendants in an attendant group on a system that is not tenant paritioned.
They both answer incoming calls for the whole organization.
I have not been able to find a way to make ATT 1 the first choice to get incoming calls if the position is available.
The system tends to load balance incoming traffic.
Any ideas?
