Aruba AP-68

I am trying to set up a wireless ip phone 3641 with an Aruba AP-68 wireless access point. The AP keeps trying to look for a controller. Does this need a controller or can it be programmed without one. Thanks in advance.

All Aruba Networks APs require a controller unless they are part of the new Aruba Instant AP family (IAP-92, IAP-93, IAP-105) in which case the first AP acts as a virtual controller
