Apply Theme on Startup

I have a *.theme file that i wish to apply every time i log on. The problem being that everytime i log on, my theme sets back to the old classic view. I have added a *.theme file to my startup directory, however, it just comes up with the display properties box and i then have to apply the theme. Is there any commans that anybody knows of that i can put into a batch file to apply this theme upon login?

Not a batch file.

Are you sure you have permissions to make persistent changes to your desktop? This sounds like a Group Policy setting that is denying you the ability to make a permanent change.
