Announcements not playing

I have one announcement that if you dial it directly or go throught the call flow it acts as if it is playing but you hear no audio. Then you try again for 10 times and it plays every time? If you dial the announcement directly you see the name display for the 6 second of recording and it hangs up. Any ideas.
