Analogue Phone rejecting Incoming Calls

All,

We have an Analogue phone which is used for conferences and today when attempting to dial the Direct Number for this a message is received "Does Not Accept Incoming Calls"
Internally I can dial the extension and connect no problems - Anyone have any idea what is going on?

Line provider I would say, that is not a system message
