adding 9 to inbound Caller ID 3

Hello,
Our corporate office has CS1000E 5.5 system installed. I have received an unusual request from upper management to add 9 to the incoming clid so they do not have to edit the number in the callers list to return the call. (we have 1120 sets) First I am wondering how to do this, and second what risks does this expose us to.
 
9 ON INBOUND TO CALL LOG
DAPC is to create table for adding a leading digit to an incoming CLID and assigned it to a route.

DAPC YES
TBL 1
NPI E164
TON NATL
PREF 9

LD 16
DAPC YES
TBL 1

Incoming call on this route will show a 9 in front of the CLID in order to save it in the Personnal Directory without editing it
It also give the capability to redial it from the Call Log

nope! Just tags it in for ya, not nothing like NCFW to ACD to ACOD, or cfw to 9, not a pass thru type thing.

What do I do for numbers that require 1+ dialing? For example when I get an incoming call from any number it shows as (NPA)NXX-xxxx. I don't get a 1 in front of the number. How is that handled?
 
I was thinking we would add a 91 to everything and let our fcas table route this to our local or ld trunks?

I bet it would - those prompts have been in the system since long before Rls 3
