The only way I have found to do it is to un-install to get you down below IE4. Run IE4 setup (SP1 I believe) and enable Active desktop from there. Then upgrade to 5.5.
I don't believe there is a way to "enable" Active Destop from later versions, as Microsoft built it in to later OS's.

To enable desktop, if you have i think, version 4 or higher of IE. Go to the control panel->display->web->click on the tab that says "view my active desktop as a web page" and hit apply.

It works. Sort of.
Actually, I have to say it works, but now the Start button no longer works: the start menu no longer opens. But I have the toolbars allright, including the quicklaunch that is the main reason for wanting active desktop in the first place.
Any idea how to get the start button back ? (NT4SP6).
To fix the problem with the start button NOT working after doing this install of the active desktop:
1. Open Control Panels
2. Select Add/Remove Programs
3. Highlight Internet Explorer
4. Select Add/Remove button on right of box
5. Then select Repair Internet Explorer
This will clean up the problems caused by the install, for some reason it does not do a complete install, just halfway.
There is an easier way. Find a copy of the file IE4SHL95.CAB or IE4SHLNT.CAB depending on your os (I found a copy on my Office2k CD), extract the cab file somewhere (use MS cabview, winzip or Win2k (maybe others)). Right click on the ie4shell.inf file, then select install.
After you finish reinstalling IE 5.5 (or whatever version you are using) to get your start menu back, and all the other stuff working right (when you reinstall, it will ask you something about all components being installed, reinstall or exit, select reinstall) everything should work spiffy.
this should be the easiest way to do it. If not, there is the long route. open Notepad and copy and paste the following between the lines and save the file as scg.reg. Double-click on the file to merge the contents into the registry.
