When I changed this the first call gives me a fast buzy and then other calls seem to go through. I have been testing multiple route with alrt to activate crisis alert and onsite notifications. When I test with the 933 we have set up and change back and forth from emer to alrt, no issues, but when I went to make changes on 911 route last week, I kept experiencing fast busy. I am rerouting 911 calls to a VPC service bypassing the carrier via 10 digit dial for E911 compliance, so I did have some errors with figuring out delete add digits etc... but that wasn't the issue, it was when I changed it form emer to alrt 1st call is fast busy.

Have any of you experienced this?
 
I will share some notes from my RedSky installation that might help you:

RedSky updates the emergency location number on the station based on the station IP Address assigned by the IP-NETWORK-MAP

Specifically do not populate the Emergency Location Ext field in the ip-network-map

We input IP Address Ranges per location into the RedSky database and associate them with an ELIN and describe the address and location there.


To route 911 we changed our ARS Digit Conversion for every location for 911 to have a replacement string for full phone number RedSky assigned us.

In the ARS Analysis table we enter in the number RedSky Assigned for 911 and set the call type to alrt.


Then the ARS for that replacement string has a route pattern per location to use our SIP trunk first and their local PRI second.


For the outbound caller ID in the Public/Private table for the SIP trunk we put the extension for the ELIN stations with their full

caller ID (because it's the ELIN station that should display on the outbound).


They should have given you a test number you can dial where it will read back your caller ID. I setup 611 as the test number to

get this going.

You can test all of the sites remotely by using the list trace station/Button number +6 if you set autodial on the station to 911

Before doing this you need to service observe the station with talk privilege so you can speak to the 911 operator. Do this service observe 911 testing with a hard phone or a VPN Remote phone - NOT with Softphone!!!!

For example: If Autodial for 911 is on button 4
list trace station 1234/10
This will take station 1234 off hook and dial 911.


Procedure


Note available ELIN number from these ranges:

* (404) 123-4567 - (404) 555-1212

o Duplicate Extension 1234

o Naming Format: “;REDSKY ELIN 404-123-xxxx”


* Add Building to Site Data in the PBX

o Command: cha site-data

o Enter in unique 10 character building name

o Populate stations with 10-Character Building name from Site Data

* Add IP Address range in IP-Network-Map and assign a Region
o Command: cha ip-network-map
o Enter in IP Address range. If given /24, this will be .0-.255. Assign an IP-Network-Region Number

* Create ELIN Site in RedSky Manager for this site
o Configuration ->Buildings ->Civic Addresses->Add Building->[Select Avaya ELIN Pool]
o Configuration->Emergency Response Locations->Add Location (Map to Elin Station you created)
o Configuration->IP Addresses (L3)-> Add Range (Add Room and Floor data as needed)

* Prompt E911 Manager to download the latest data
o E911 Manager Administration->Scheduled Tasks->Call Server Download = RUN NOW
o Monitoring->Download Status (Running or Idle)
o Monitoring->Device Status Endpoints (Search by Ext)

* If your devices is not showing a location, busy and release the station and RedSky should see it boot and discover it then, if not go into Monitoring->Devices Status and search for your extension and press the discover button.

* Analog Stations need to have their Building Site Data Field match the E911 Manager Civic Address Building Unique ID Exactly.
