SMGR and CM sync but change no update

Hi all,
The system has been working for more than 3 years, but now the changes are not being updated. What should I check in this situation?

1. Changes made on SMGR are not being sent to CM.
2. Changes made on CM are not being reflected on SMGR

On System Manager - Services - Inventory - Synchronization - Communication Manager - the status is

Is the synchronization issue related to the CM issue? The Secondary CM is now is Active and Primary is Standby.

I fixed it by rebooting the Primary CM and interchanging to make the Primary Active. I also added a new CM account and updated into the SMGR inventory.
