96x1 phones to Cisco SIP ATA

I've got a strange issue.
9611 and 9608 calls to a SIP Cisco SPA8800 calls are garbled. Calls from the ATA to the 96x1 phones sound fine, calls to and from digital endpoints and 5600 phones also work fine. Calls to/from 96x1 to other SIP endpoints(1140, softphones) is fine but calls to any hard SIP phone act the same.

I'm trying to think of a setting that would effect calls from H323 9608 and 9611 to the SIP endpoint. Any Ideas?
 
VCM issue or a routing issue.

Thanks for the quick reply.
I've tested it on two different systems and shouldn't be a routing issue with everything on the same switch for testing.
 
Also if the originating and ending codecs match shouldn't there not be a VCM channel involved?
 
Narrowed it down to G711u codec, every other codec works w/o issue.
