911 out-dial access number

Configure PBX to route the 911 and 9911 calls to PSTN Access number 18443325217
4 copper lines
all run thru the PBX with dial 9 access
where do you add the dial out access number
 
how do I assign the route to 911 and 9911 I made Route 002 the dial-out number.
currently, the lines are Route 001

Off hand I am thinking...
Since Dest code 9 is taken then you cannot add 91 (911, 991 etc), 92, 93 etc
But what about 9A?
I think A (Any) is the trick here.

9 - Rte 001 - Absorb 1 (9 is absorbed) Delete this current one

Use these instead

9A - Rte 001 - Absorb 1 (9 is absorbed)
911 - Rte 002 - Absorb ALL (all digits are absorbed) - External# 911
9911 - Rte 002 - Absorb ALL (all digits are absorbed) - External# 911

Testing
Instead of testing with 911 (not allowed unless given a warning through proper channels), use 311 (city issues) or 611 (repair) as the external # since they give an auto attendant.
Also, test with 8 so not to disturb others from dialing out with 9.
ie
8A - Rte 002 - Absorb 1 (8 is absorbed)
811 - Rte 002 - Absorb ALL (all digits are absorbed) - External# 611
8811 - Rte 002 - Absorb ALL (all digits are absorbed) - External# 611

I hope this seem right?
