Are there any state or federal laws that specify any requirement for multi line VoIP or SIP sites being able to call 911 when they cannot connect back to the core PBX?
If we setup a site that only has IP or SIP phones that register back to a core PBX and do not have an LSP at the local site, if the site loses the network that provide connectivity back to the core PBX with not LSP at the site, the phones can't dial 911.
I know all about every phone having to be able to dial 911 and be able to dial 911 without a dial prefix and to be able to provide the location/floor/room, this is just specific to an outage of the network preventing the phones from connecting back to the core PBX without any LSP.
In addition to that, there has to be some reasonable understanding that we can't prevent every single type of outage of the environment. Obviously, if someone hits the pole outside the office that carries phone service, or a construction crew digs up and severs the lines, including the POTS lines or PRI that service the LSP as well as the network connection back to the core PBX, we can't get the call to 911.
