9.1 Dial By Number Issue

I have a strange issue on a 9.1 system(SP3) with Embedded voicemail that just installed. Lines ring into an attendant and I have the 2 action selected as Dial-By-Number. I also check Direct Dial-by-number in the AA settings. When you dial an extension, is immediately goes to that user's mailbox, never ringing the phone. They are not in DND and if I make an action to transfer directly to their extension it rings. Is this a bug or am I missing something?
