3300 Not Communication over VLANs

I have a 3300 MXe III in which I cannot communicate to/from.
The system is on a different subnet 192.166.0.2 and VLAN2 from my data network 192.165.0.x VLAN1
Gateways are different (192.166.0.1 and 192.165.0.1) and seem to be proper as well.
Phones are able to get to the 3300 to get DHCP configuration, make/receive calls etc. and the passthrough/switchport on the phones work allowing the attached devices to communicate so basically, the system is working.

I just cannot communicate with the system nor administer it without being connected locally via the second LAN port.
Odd thing is (at least to me and others I have spoken to):
I can ping phones (192.166.0.55, 56, 57 etc)
but cannot ping the system (192.166.0.2)
from the Maintenance Commands within the 3300,
I can ping the gateway of vlan2 (192.166.0.1)
I can ping the physical switch the 3300 is connected to (192.165.0.2)
I can ping phones (192.166.0.55, 56, 57, etc)
but I cannot ping the gateway of vlan1 (192.165.0.1)
nor any other IP addresses on that subnet

What might I be missing in my configurations?
Here is the setting of my switch port the 3300 is connected to:
interface GigabitEthernet1/0/45
switchport access vlan 2
switchport mode access
switchport voice vlan 2
priority-queue out
mls qos trust dscp
spanning-tree portfast
spanning-tree bpduguard enable

 
Try using the ping and tracert command from the controller to test the other direction.

If the 3300 is in the VLAN 2 environment and programmed as such in the system IP configuration, you will need to be in a port access vlan as well to get to it, static pc if dhcp is not on. I have a customer in VLAN 22 and have to go to maintenance/vxworks side and do vlan_off to get into it and then when done, do vlan_on, don't know if this is your problem but just a thought
 
What device are the router addresses on - 192.166.0.1 and 192.165.0.1 ?

What does the controller have configured as its gateway IP address?

What subnet masks are being handed out by the two respective DHCP scopes?
