3300 MXE 7.1 Hold Timers

Have an issue with call hold timers. in the class of services we have them set to various times. ACD has 360 before ring back, some have smaller hold timers, what's going on is that calls are ringing right back all of a sudden.

We have two switches, one is the primary and the other is just a gateway w/ip trunking.

Does the class of service for these trunks conflict with the phone class of service?
 
My experience has been that the originating COS usually controlls the hold timer. For example, if the call comes in on a PRI trunk, the timer in the COS of the trunk will be in effect. If the call comes from a VoIP trunks with a different COS, the timer in that COS will be in effect. If the call comes from an internal set with a different COS than the destination set, the originating set's COS will be in effect.
